OreCounter is a plugin specifically designed to catch those xraying. It counts the amount of, cobblestone, coal, iron, gold, redstone, lapis lazuli, diamond and emerald a player has mined. This way if you suspect a player is xraying, simply use /orecounter <playername> and it will output the ratio cobble:coal:iron:gold:redstone:lapis:diamond:emerald. OreCounter also has a built in disable-able feature to broadcast to admins online that a player has found and mined diamond.
