Commands:
/Duty Perm:"command.duty" Desc: Used to bring up duty commands.
/Duty Toggle Perm:"command.duty.toggle" Desc: Used to set yourself on or off duty.
/Duty List Perm:"command.duty.list" Usage: Lists players on duty also has gui option

- Adding in implementation for inventory
- Allows access to commands through console even with gui option enabled
