- Add "/testncp noviolations" command : toggle prevention of all action-processing (vl still increases).
- Also display tags if the actions would not allow any usually (might still get set due to debug flags in NCP).
This version is for use with NoCheatPlus 3.10.2-RC-sMD5NET-b620 and higher, it will not work with earlier releases.
