Changes:

• Several help dialogs & waypoint review now have clickable commands (on Spigot only)
• Removed Updater
• Added per-waypoint permissions
• /waypoints now lists waypoints the player has permission for and that are in the same world, unless /waypoints all is run
• checkInterval is now measured in ticks
• Navigation now shows an action bar with information about distance
• Compass location now updates on world change
• Waypoints are no longer permitted in the nether or the end since compasses do not work there
• Added shorthand parameters for /waypoint command
• General readability tweaks
