Fixed: bug that caused a null error when creating a gang in some cases.
Fixed: null pointer error when gangs claim an unowned chunk
Fixed: Disbanding a gang didn't unclaim their chunks

Changed: economy settings so player funds are used to purchase or refund gang chunks (temporary until I implement a better system for gang accounts (otherwise renaming gangs would lose all funds)
