Added worldguard bypassing option in config, so that you can prevent/allow player to claim on worldguard regions (forbiden by default)

Added a permission for "/mychunk tp" command, so that you can allow players to teleport only on their own chunk

Removed an internal error being thrown when you tried to teleport to a player's chunk and that player didn't claimed any chunk (counting the player's chunks to see if the number is > 0)

By the way, added messages for worldguard and the teleport command.
