Removed CraftBukkit and PlayerHeads from Dependencies since the new ItemMeta API. Fixed some config commands to work as intended. Build against 1.4.6-R0.3

Should now work with the latest Craftbukkit Beta builds.
For now the /MonsterFaces config set playernames [silentdojo1, Herobrine] will replace whatever your current config is set to.
I'll be adding and "config add" command later.
