MobEggDrops

This is a minor release, adding a few capabilities to the plugin. You can now use decimals instead of just integers to specify the percent chances in the configuration file, to make it possible to have finer tuned control and limit drops even more. There is also a new configuration option called "check-permission" which controls whether or not it checks to see if player who kills the mob has the "mobeggdrops.drops" permission before dropping the spawn egg. If you keep this at false it will never check for the permission and there will always be a chance of an egg dropping, even if it is not a player killing the mob.
