20150614_1027: Initial release to support MCGPLuSGen plugin project and future MCGPLuS Family of plugins.

(1) Logging to console is limited to SEVERE, WARN and INFO levels by core Minecraft Software.  The actually log file will contain the full debugging information specified by the command /MCG LOGLEVEL <level>.

(2) Available API for other developers is currently an ongoing project and should be completed within a week.

(3) The only locale file currently is US English.  Volunteers with language skills to assist in localization are always welcomed and appreciated!
