The idea is that someone can use /plant 10, and a 20x20 square around them (a "radius" of 10) will be planted with saplings. Also, it will not attempt to plant saplings on blocks they cannot be placed, which would result in a bunch of extra sapling items being tossed onto the ground.
If server is restart, the remove command will not work (this is because the saplings lose their metadata, which is what lets the plugin know they were created by the plugin and not placed by a player).
