Maintenance Mode

• UPDATE FOR BUKKIT 1.6
• Rewrote event system to phase out legacy events
• Displays another delay message when using /maint delay. One on the timer start, one half-way timer, and one on 3/4. So for a 2-minute delay, it would display a message on 2 minutes, 1 minute and 30 seconds left.
• Changes internal name to MaintenanceMode, for convenience while using name in commands.
• Changes default delay for /maint delay from 60 seconds to 120 seconds.

This version has NOT been tested on my own server - I simply changed things so the errors were fixed. I cannot test it right now because my server uses too many plugins that are not updated and would have to be disabled.
