LunaPermissions is a SIMPLE permissions plugin. It holds permissions and even has permissions to it.
PERMISSIONS:
perms.admin
Allows use of /perms
NOTE:
You should update to version 3.0, as it fixes the false perms.use permission for the plugin, perms.admin is the new and official /perms usage.

COMMANDS:
/perms group {group} - Creates a group
/perms group {group} addperm {permission} - Adds permissions to the specified group
/perms group {group} removeperm {permission} - Removes a permission to the specified group
/perms group {group} add {player} - Adds a player to a specified group
/perms group {group} remove {player} - Removes a player to a specified group
/perms user {player} addperm {permission} - Adds a permission to the specified player
/perms user {player} removeperm {permission} - Removes a permission to the specified player
