Cooldown system
The cooldown value in the config file determines how long a player has to wait after a roll before (s)he can roll again, in ticks. In Minecraft, one virtual hour is equal to 1000 ticks. Like in real life, a Minecraft day is 24 hours long, thus 24000 ticks. The default value is 5000, which means that the player will have to wait 5000 ticks (5 Minecraft hours) before (s)he can roll again.
