LevelRestrictions

- Added ability to restrict on items with data values. e.g. 5 will limit all wood planks, 5.0 will limit just oak planks, 5.2 ash planks. - Added excludedWorlds option to config to exlude rules from applying to worlds. e.g. excludedWorlds: [world_nether] would prevent rules from being applied in the nether - Fixed the defaultDeny option so it now works as expected.

Currently can't edit factions in the rule from command line. Just edit them config.yml
Currently cant edit Actions from command line.
You may need to delete existing config to get new settings when updating
Need to comment up the code. Still having too much fun to let that slow me down :P
