- Added the ability to create/edit/view rule configuration from console /lrcreate | /lredit | /lrdump - Added support for Factions. To make a rule faction(s) specific, add the names in the rule. Example : Factions: [Red, Blue]

Currently can't edit factions in the rule from command line. Just edit them config.yml
Will look to add restrictions by faction power?
Need to clean up and comment up the code. Still having too much fun to let that slow me down :P
