Have you recently started a factions server, and you want the towns and villages to be created quicker?
Well, this plugin saves the trouble of having to mine all that coal, wait for your iron or gold to smelt, then craft it into tools.

Features:

Most blocks mined will drop in they're smelted state. Destroying stone will drop a stone item. Mining iron or gold will drop iron or gold ingots. Building cities and villages will be much faster, now that you don't have to wait for your iron to smelt while watching your diamond ore to make sure no one steals it before you can get your iron pickaxe!

Downsides:

A player can use any item to destroy ore or stone, and still get the drop. If it is wanted, I can fix this! Link to forum request, by Niknea
