- Implemented Caching using SQLibrary and SQLite.
UpdateNotifier enabled!

- inception update and inception cfg are not yet implemented, so their permissions are currently useless.
- Inventories are not yet mirrored across worlds, as these interactions are complex.
- Sometimes caching doesn't change the block in the other world. It is unknown if this is a Minecraft bug or an Inception bug.
- Requires SQLibrary, going to replace this with direct access.
