IceCrafter

- Added ability to craft ice back into water (default 1 ice block, 1 empty bucket)
- Added custom recipe support for ^
- Added support for enabling/disabling ice/water crafting in the config files (auto creates if not avail)
- Added initial debug support in the code + setting in the config (IceCraftingSettings_Recipe.cfg) (currently does nothing)
