HeadBanner 1.8 [With GUI]

BannerEffect's:
* You can now set for every banner a potion effect with a amplifier & duration!
* Here a example:
bannereffect.png

* Effects are not appear in rotation mode!
* Effects also appear when selecting a banner via command!
