Added support for Horses. Added permission node "animalhandler.admin" New commands hdfree, hdowner <player>. Right-clicking a passive mob with the wand restores its health. Right-clicking a horse which is not your own reports the horse's owner. Hdfree and right-clicking a horse cancel's its owner and reverts to untamed status. Hdowner <name> sets the horse's owner to <name>.
Requires Minecraft 1.7.2 or later.
