HappyDog

Added a config.yml. To select the type of wand used for applying the angry dog fix, include wand: <material name> in the config.yml file. To create the config.yml with default contents, first start the server with the new version of the plugin, then stop it. This will create a folder "HappyDog" in plugins/. Then you can edit the config.yml in HappyDog. (This is a standard procedure for customizing the config info for a new plugin.)
