FullChest

Version 0.4:

• 90% code rewrite
• Changed permissions to the built in bukkit permissions
• Added support for enchantments (for example /fullchest diamond_sword damage_all:2)
• Blocked the ability to spawn chests with air, which would crash the server
• Add /fullchest help command
