ForceTime

v2.2:
Added multiverse support.
Updated to latest BukkitLib build.
Note: The usage for /forcetime and /forceweather have changed.

Added /forceweather, allows you to set the weather indefinately.
Weather and Time are now kept between reloads and restarts thought the use of a config file.
