Implemented new event system.
Added Vault Dependency.

#1 If a player is at full health and they left-click with food in there hand, they will still consume the food.
This was done on purpose for my server.
#2 This is my first plugin and it was modified for use on my server.  I am unsure if I will be able to implement any new features until I learn more about Java.
