This is a relatively simple plugin.
If you are opped on a server, you can execute the command /fate (player). From there, there is a 50/50 chance of either oping or banning the player.
Commands: /fate (player) - Either ops or bans the target player
Permissions: fate.use - Permission to use /fate fate.immune - Immune to /fate
