-Fixed a MAJOR bug involving people who didn't discover a waypoint could fast travel to it.

-Fixed /waypoint warp working for people who don't have the perms to use it.

-Added /fasttravellist(or just /ftlist)

-Added perms for fast travelling (fasttravel.ft)

-Added /waypoint toggle, which toggles functionality of the cuboid selector(EnderPearl)

Waypoints that start with # don't work.

/waypoint delete doesn't work
