Enchant Handicap

• Completely rewrote everything to make it easier to update in the future.

• Added XPModifierForEnchants. This will be modified in the future when I figure out a nice way to do it. This subtracts the Modifier value from the level cost of each banned enchant it finds. (ie, A level 30 enchant with 2 banned enchants becomes a level 18 enchant... I think. More testing is needed) The default value is 6. Feel free to modify the value but Its just a test.

• Added disableAnvils This gives admins the option to disable anvils until Bukkit adds anvil events to the api.

This will prob. not work perfectly yet.  I have tested it a lot myself but need feedback from the users.  Try your best to break it and then tell me what you did.

I want to have a RELIABLE version out soon.
