Are you a admin trying to find those pesky xrayers. Are you constantly fumbling around in the dark.
Maybe you have server moderators that you don't want to have in creative mode but want them to still catch xrayers.

Installing and config
1) put jar file into plugins
2) give permissions / op players
3) ???
4) profit

/nv or /nightvision Enable nightvision
/dv or /dayvision Disable nightvision
Permission nodes
nightvision.use

give nightvision to other players (/nv Notch or /nv CRUSTY_KROW)
Remove potion effects somehow
