Allows you to use PSI - powers on your server! This is a beta build, it doesn't have a pp system yet. The plugin is based on the spells in MOTHER 2, also known as Earthbound.

- -Add rest of the PSI
- -I might make a GUI version of this

- /psi <name of the psi> <level> [target player[if empty it will be the sender of the command]]
