Official release for 1.7.9-R0.3

• Party parameter in /dp teleport <party> is now optional if only one party exists
• Added a party setting to allow a votifier vote to be counted as a party vote
• Abstracted a bunch of code into a library - code cleaner
• Fixed continuous integration server - working dev builds are no longer marked as failed

For those updating from v3:

• Updating will require no configuration or special setup.
• Type /dp update to download the latest version
• Restart your server!
