DonnickisStats

- added the German language -> set in the config the language to german

- Updated the Project to Minecraft Version 1.12

- Use "/stats <Playername>" to see the Stats of other Players

- changed the Permissions:

     - new: donnickisstats.command.self for /stats

     - new: donnickisstats.command.other for /stats <Playername>

     - new: donnickisstats.sign.create to create the Stats sign
