Dirt shovel

• Changed default messages a bit, made distinctive colors
• Added ability to pick what tools/items can be used to disable/enable grass spreading
• Added optional effects for disabling and restore grass spreading (default enabled)
• Added option to not allow snow to form on no-spread dirt blocks (default enabled)
• Added tools beeing damaged, configurable in config.yml (set all to 0 to disable)
• Added permission node "dirtshovel.use" to define what players can use the plugin, defaults to all players
• Added permission node "dirtshovel.nodamage" to define what players can skip the tool damage, defaults to nobody
