Changelog (v1.1):
- added an update checker - it will send a message in the console if there's a new update
- added /vote reload (permission: democraft.reload - default: OP) command
- now you have the ability to create vote commands without any [target]
- now you have the ability to add [invoker] for the startMessage property in the vote's config
- added a bypass permission for vote, e.g: democraft.bypassvote.glow - if a player has this permission, even if the vote passed, the command will not be executed for him
