Changed nothing just swapped out the bukkit API to 1.7.9-R0.2.

• Updated to bukkit1.7.2-R0.3 beta build.
• Made a change so that if a level 0 is added to the config file it will act like a default level that will not count towards the max level. (eg. if you have 5 levels plus the level 0 it will only count as 5 levels instead of 6.)

• Fixed another bug that was occurring when customs names were not the max length.

• Fixed(hopefully) the bug that would throw errors if the customs name wasn't longer then 15 characters.
