Fix for carpet not well replaced. New API: two events, CHBlockHealEvent, and CHExplosionEvent, see Javadoc Fix for changes in an unloaded chunk not applied. Added Factions compatibility for burnt blocks.

Due to a Bukkit bug, item frames appear to be replaced in the wrong spot client-side until a relog.
