Creative Item Frame Control: Version 1.2
+ Added a permission system to allow non-ops to use/break item frames in creative
- Fixed a bug stopping non-creative players not being able to break item frames

+ Adding a config to disable per world. Maybe not by tonight, but should be done by tomorrow night.
