Creative Item frame Control

Creative Item Frame Control: Version 1.1

+ Added support to stop Creative players destroying item frames

Still to come (Not in this update):

+ Adding permissions so non-ops may use item frames

+ Adding support for thrown items (ie. eggs, snowballs)

+ Adding support for anvil breaking (general protection, may not be complete by tonight)

? Maybe adding a config to disable per world. I don't know, I'll have to learn that first
