Re-code, bug fixes, new cache, logging and message system, more messages

First of all this is absolute re-code of the previous version. Permission adding and removing is fully functional but requires Vault otherwise it won't work. Also there is new DB accessing system that should reduce the laggs. Also several other bugs were removed. All messages now have cooldowns. You can set the cooldown in your configuration file. Also the message file was edited and now some messages were renamed or deleted or added. Command are now divided into several subcommands and some...
