Define a rectangular border for each world. With the ignoreborders permission players will be able to go beyond the border.

!!!WARNING!!! This will NOT load your old borders, because the storage mechanism changed and this build provides no backward-compatibility.
- NEW FEATURE: Enable/Disable border for the world you are in
- INTERNAL: changed storage mechanism to the one provided by bukkit
- BUG FIXES: now appropriate text is shown after creation of a border
New storage mechanism not compatible with the old one. You have to recreate your borders.
