updated to work with spigot v 1.8.6

fixed issue where message broadcasted to whole world and not just players with contrabanner.msg

/contrabanner changed to /ask

Syntax: /ask <player> <item>

Permissions: contrabanner.ask

fixed issue with global mod message where sender and or recipient receives two messages

added /contrabanner command (alias /cb) to request any item from a player usage:

/contrabanner <player> <item>

added broadcast to all players with permission node
