ConsoleLikeChat - Make console more like in-game chat

ConsoleLikeChat makes the console input behave more like in-game input. Commands are prefixed with a "/", and normal chat is not.

- Console chat behaves the same as it does in-game
- Typing without a "/" translates to a "say" command, typing with it executes that command.
