**Fixed wither potion effect giving the slowness effect**
Added remove command, which removes all active potion effects on a player (or yourself) (new config setting for enabling/disabling the messages, so delete old config)
/cmdpotion remove ({player})
Also permission nodes added:
cmdpotion.* - All commands for all effects
cmdpotion.self.* - All effects to set to yourself
cmdpotion.other.* - All effects to set to other people
cmdpotion.remove.* - All remove commands
cmdpotion.custommsg - Allows custom messages
cmdpotion.self.speed - Allows you to set the certain effect to yourself
cmdpotion.self.slow - Allows you to set the certain effect to yourself
