ChatDistance V1.0

Features:
- Only players nearby get the messages you send.
- Change the chat distance in the config file
- Works with PermissionsEX, MinetopiaATM, etc. It does not change the chat format so how the chat looks like shouldn't change after this plugin.

Why is it made:
This plugin might already exist, but people kept asking for it because of my MinetopiaATM plugin.
Also, if you don't know how to make anything like this, you are free to decompile this plugin.
In the plugin I explain exactly how everything works.
