This plugin goes with dev.bukkit.org/server-mods/BlockBreaker It pretty much stops everyone from building / placing unless you have the permission or you are OP!

bb.anti = Allows you to break / place blocks! NOTE: READ THIS! THIS PERMISSION IN WILL BE ADDED THE NEXT UPDATE!
Drag this plugin into your plugins folder, reload, and you're done!
