Changes
- Added support for Citizens NPCs
- Reworked how NPCs are loaded/handled
- If NPCs somehow get removed the plugin tries to create a new one based on the last known NPC
- Fixed signs not updating properly sometimes
- Fixed name changing in Shops using MySQL
- Shops can now be edited when closed
- Erased all knowledge of The Event
