- Added configuration file for turning on/off any recipe
- Added configurable no-permission message

The configurable no-permission message in the configuration file does NOT support color codes. The message is red!
Reloading the plugin with /bc reload will not apply the changes made to the recipe booleans, only to the other items. A server restart is required to apply the recipe booleans!
