Added restriction modes for placing and breaking blocks
Restructured most of the plugin to make it more efficient
Added commands to alter all online or all players ever for toggles
Added reload command for reloading configs while server is running without needing to reload all plugins
Changed saving system
- No longer saves at intervals and only saves when changes are made
- Now has split config for player storage away from main config
