What's new

Add the ability to change the sample rate. Prior to 1.6/1.7, the sample rate (the speed at which speeds are pushed to players) was locked at 20hz. In 1.7, it was moved to a static 10hz. In this update, you can now change the speed at which the plugin updates by chainging the `sample-rate` configuration swtich. It accepts a positive decimal or integer value. The default is 10 (10 times per second). The maximum is 20 (once per tick).
