Voxen Chunk Loader

Keep your farms, furnaces and redstone running even when you are far away! Place a Chunk Loader block and those chunks keep ticking. Named loaders, wand visualization, self-repair and no experiments needed!
What's new
- The loaded area is now a square that matches the green wall you see with the wand
- Only operators can use the commands that give a free Chunk Loader or Wand
- The loader menu now shows the last problem if a loader could not start
- You now get a chat message when you rename a loader or clear its name
- If you keep the same radius, the loader no longer restarts for no reason
- The loader list now shows running loaders first, then sorts them by name
- Removed some unused code
