Ultra Fhising Loot by FX

Adds a 50% chance to trigger bonus loot on eligible fishing reel events. When bonus loot triggers, there is a separate 30% chance to receive a rare reward from the rare loot pool. These chances are separate, so rare loot is not guaranteed.
